Case Study 1 – Waste Authority Urgent Procurement Support

This project consisted of three extremely urgent and vital procurements undertaken for for a Waste Authority, between June and August 2024.

Procurement Values:-

Legal Services - £2,700,000.00

Financial Services - £1,200,000.00

Technical Services - £1,200,000.00

Proven Success Under Tight Timescales:

We excel in managing procurement exercises with demanding deadlines. On this project we worked with a large waste authority facing urgent requirements to procure three key services that will be critical in the successful development and delivery of a £50m+ critical waste contract.

With less than six weeks to complete the procurement from the award of the contract to Absolute Procure, we developed and implemented three robust tender processes, ensuring full compliance with public procurement regulations and, despite the challenging timeline, delivered on schedule and within budget, enabling the authority to award the contract without delay and appointing high quality suppliers with the capability to deliver the high standard of service required.

Delivering Tangible Savings:

Our strategic tailored approach and expert market engagement resulted in a cost saving in excess of 20% for the authority. This demonstrated our ability to identify opportunities for efficiency and value for money, whilst maintaining service quality, despite the urgency of the requirements.

Customer Satisfaction:

Our project and stakeholder management expertise gave the clients leadership team the utmost confidence that the project would be delivered successfully. We implemented a robust project plan and managed activities and communication to the highest standard, ensuring no delays or unforeseen risks impacted the performance and delivery.

All stakeholders were given clear direction and guidance throughout to understand their responsibilities, to ensure the project remained on track and compliant with regulations.

Case Study 2 – Nuclear Industry Resource Augmentation

Over a 24 month period we provided resource to a specialist organisation in the Nuclear industry, supporting their existing team to deliver a large pipeline of critical projects.

Procurement Values:-

Projects delivered with a total value in excess of £100m.

Public Sector Expertise:

Alongside delivering a range of projects for the organisation, we utilised our Public Sector expertise to improve processes to ensure compliance, whilst delivering optimal outcomes. We also helped to train the permanent staff in effective public procurement, developing guidance documents to support their long term development.

We not only have expertise in Public Contracts Regulations 2015 (PCR15) but also have indepth expertise with the new Procurement Regulations 2024 and are helping clients to adjust their policies, processes and approach to not only ensure compliance but also optimise opportunity presented by the new regulations.

Case Study 3  – Food manufacturing – savings delivery

A manufacturing client was looking to counteract recent cost increases, to reduce costs and improve their profit margins. We were engaged to undertake analysis of their direct and indirect expenditure to identify opportunities for cost savings.

This involved an in-depth diagnostic of the clients expenditure, processes, supply chain and contract management activities to identify and prioritise opportunities.

Through expenditure and contract reviews, commodity market analysis, waste identification and business process re-engineering and improvement we were able to deliver significant savings with a total value in excess of £500k per annum.

Outcome:-

Highlights of savings delivered as a percentage of addressable spend were as follow:

  • Raw materials & packaging – 16%

  • IT (MFD’s, mobiles, support, consumable) – 23%

  • Freight / Logistics – 8%

  • Facilities Management – 17%

Public Sector Expertise:

We have expertise of identifying and delivering savings across many industries and sectors, in both public and private sector settings. Our cutting edge analysis techniques and collaborative approach, allows us to obtain a deep understanding of how money is spent and how contract are serving organisations, to ensure we can identify financial and operational efficiency improvements. Not only delivering savings but improved supply chain performance.

Case Study 4  – Public Sectors Client - Policy and Process Review

A client recognised that their policies and processes were not compliant with Public Contract Regulations 2015 which represented as significant risk to the business as they were failing to comply with many basic requirements of the regulations that could lead to reputational damage, contract failure and the potential payment of fines or damages.

We were engaged initially to review the policies and identify key areas of concern requiring improvement and were subsequently engaged to re-develop all of their procurement policies and processes to ensure compliance and best practice.

Over a 4 month period we worked closely with their team to understand current practices, develop compliant and workable policies and processes and embed these into the organisation. This included developing a full suite of template tender documents and process flows to ensure ease of use and consistency across the organisation.

Outcome:-

We successfully reviewed and redeveloped a full suite of documents and trained key members of the team on how to use the documents. The client was extremely satisfied with the outcome and has since become a regular customer.

Public Sector Expertise:

We not only have expertise in Public Contracts Regulations 2015 (PCR15) but also have indepth expertise with the new Procurement Regulations 2024 and are helping clients to adjust their policies, processes and approach to not only ensure compliance but also optimise opportunity presented by the new regulations.
